Lieutenant Brian Hardy has served in Oregon law enforcement since 2011, building a distinguished career across multiple agencies and disciplines. He currently serves as a Lieutenant with an Oregon Sheriff's Office, where he supervises a multi-agency crash investigation and reconstruction unit.
Over the course of his career, Lieutenant Hardy has been directly involved in the investigation of over 60 fatal and serious injury crashes, serving as primary reconstructionist on over 40 of those cases. That operational depth, along with experience investigating hundreds of non-fatal crashes — combined with formal IPTM training and ongoing specialization in electronic vehicle data — forms the foundation of every Apex Dynamics consulting engagement.
Lieutenant Hardy is a qualified accident reconstructionist through the Institute for Police Technology and Management (IPTM) at the University of North Florida — one of the most respected crash reconstruction training programs in the United States. His reconstruction methodology integrates physical evidence evaluation, vehicle dynamics analysis, 3D scene scanning, aerial documentation, and electronic data to produce scientifically defensible findings prepared for litigation.
A core competency at Apex Dynamics is the extraction and forensic interpretation of Event Data Recorder data. Lieutenant Hardy completed EDR training through IPTM at both introductory and advanced levels, with Level II training completed in 2026. All EDR analysis is conducted in strict compliance with 49 CFR Part 563 regulatory standards, ensuring that findings are accurate, reproducible, and court-admissible.
Lieutenant Hardy has completed both Federal North American Standard Level 1 and Oregon Standard Level 2 Commercial Vehicle Inspector training, providing a regulatory foundation that directly informs his CMV accident reconstruction work.
